Subcontract Administrator

Located in Lowell, MA, Watermark is an Engineering, Construction and Operation & Maintenance, company providing a wide variety of Environmental, Infrastructure and Buildings/Facilities services to Private, Municipal and Government Clients throughout New England and along the eastern seaboard.

Position Title:   Subcontract Administrator

SUMMARY: The Subcontract Administrator (SCA) is responsible for issuing purchase orders and performing the post award management of the subcontract.  The SCA will also perform other duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for issuing purchase orders/change orders to vendors/subcontractors, tracking of the purchase orders to make sure all applicable paperwork is properly executed by the vendor/subcontractor, continuous review for compliance with applicable Federal or state labor requirements, as well as company policies, and the final closeout of the purchase order.

Reviews subcontractor insurance certificates for compliance with Company requirements.

Disseminates all properly executed purchase orders to respective personnel.

Acts as liaison between the vendor/subcontractor and the Company’s Legal Counsel for terms and conditions issues when necessary.

Responsible for the procurement and delivery coordination of project materials, supplies, rental/leased equipment, rental/leased vehicles and other necessary items for the project job site.

Tracks and ensures compliance of subcontractor payment and performance bonds.

Works directly with the accounting team on accounts payable issues including data input of vendor/subcontractor invoices into the Company financial software, reviews employee expense reports, preparse check runs for both accounts payable and employees and generates necessary reports.

Tracks, reviews and submits project certified payroll to the respective Clients.

Enters data into accounting financial software.

Prepares and disseminates weekly reports.

Performs other duties as assigned.

Understanding of the Federal Acquisition Regulation and Defense Federal Acquisition Regulations.

Basic understanding of general accounting principles.

Familiarity with the Deltek procurement module.

EDUCATION AND EXPERIENCE:

Bachelor’s Degree in related field

5-7 years experience as Subcontract Administrator

COMPUTER SKILLS: Skilled with Microsoft Office (Outlook, Word, Excel)

Deltek Vision a plus
